Over the 15 years operational history in Ghana, the ASG power plant has established a certain level of credit, which is recognized by the Ghanaian and Chinese side. From the media and official report, the power plant is a successful project which fulfil the need of electricity from local society, at the same time the Chinese also achieve the economic pursuit by feed-in tariff. Hence, as an important independent power supplier, the power plant has established a few stakes when interact with local agents. However, the so-called success has been challenged by different local agents, especially under an unstable political and economic environment in Ghana. Under the competitive partisan settlement, and the combination of chieftaincy and ‘democratic’ structure, the company has to continually entertain, negotiate, bargain, and fight with local authorities including multiple government departments and chiefs. What is worse, the accumulating debt has not only affected the daily operational of the power plant, it may even threat the survival of the company in future.
